| 内容記述 | 地方都市の多くでは、モータリゼーションの進展や市街地の郊外拡大によって、都心部から人口、事業所、公共施設等の流出が進み、中心市街地の衰退が大きな問題となっている。中心市街地問題は、都市の成長や発展に伴って発生する構造的問題であり、その解決に向けては、中心市街地の整備のみならず、都市全体の様々な活動集積の動向や立地要因をふまえた長期的視点からの対策が必要である。特に、現在のわが国で進展している経済構造のサービス化・ソフト化を考慮すると、地方都市の中心市街地活性化では、業務・サービス活動の活力維持が重要であり、都心部と郊外部における事業所立地の動態をふまえた対策が不可欠と考えられる。 本研究では、中心市街地の衰退が深刻化している岡山市を対象として、都心部と近郊部間の事業所移転実態を明らかにするとともに、移転事業所に対するアンケート調査に基づいて、事業所の移転要因を検討した。分析の結果、岡山市都心部から近郊部への事業所移転では、道路事情、駐車場などの自動車利用の利便性が大きな要因となっており、近郊部での大規模な土地区画整理事業が、都心事業所の流出を促進していることが明らかになった。 | |||||||||||||||||

| 内容記述 | Many local cities in Japan have been suffering from the decline of economic activities in the city center. The Japanese Government enacted "the Law for the Rehabilitation of City Center" in 1998 and has been conducting various measures for the declining city center under the cooperation of Ministries and Agencies. This paper aims to examine the trends in office location and their impact on the decline of the central area of Okayama City. The empirical studies using data form the Establishment Census of Japan and the directories of Okayama Chamber of Commerce have identified a rapid growth of office location in the suburban area contrary to the city center. A questionnaire survey for the relocated firms has revealed the provision of parking spaces and the rent are important factors to determine the office location. | |||||||||||||||||
