| 内容記述 | 東広島市の柏原水利組合を事例として溜池潅漑地帯における農業水利集団の実態を解明した。同組合の決算書に基づいて、収入や支出の内容、決算方法等の時系列分析を行い、収支状況からみた水利集団の特質を明確にしようとした。同組合の収支に関して最も特徴的なのは、年度末の決算時に、反別割で賦課された水割金額に対して、出夫という労働提供に応じた相殺勘定が適用される点である。水割金は毎年の主要収入であるが、その大部分は出夫金(労働提供に対する手当)によって相殺されてしまう。同組合の機能は組合員による共同出役作業を組織し、関連施設の維持管理を行うことにある。その業務は組合員の出夫をなくしては成り立ち得ない。特徴的な決算方法は、組合員自身の労働提供を前提とした同組合の業務にとって、最も適合的な方法と解釈できる、日本の農業水利において、水利集団の共同出役作業の果たす役割は大きい。農業構造の変動に伴って、水利集団の共同性は弱体化しつつあるが、水利施設の維持・管理は水利集団の共同出役作業なしには成立しえない。この傾向は河川潅漑よりも、施設や用水に対してきめ細かな管理が要求される溜池潅漑において、一層顕著であるといわれている。収支状況にみる同組合の実態や特質は、そのことを強く裏付けていた。 | |||||||||||||

| 内容記述 | The aim of this paper is to clarify the characteristics of the irrigation group in the pond irrigation area by case study of "Kasiyobara-mizuko" group in Higashi-Hiroshima city. We therefore surveyed some aspects of the irrigation system of the group and analyzed the statistical trends of the revenue and the expenditure on the irrigation service by use of the time series data based on the closing accounts of each fiscal year. The collaborations in the irrigation group are on the basis of rural community. As often pointed out, they are playing an important role in the agricultural irrigation system in Japan. But there are very few reports on the irrigation groups in the pond irrigation area. We especially emphasizes the point that the collaborations in the irrigation group are essential to maintain the pond and the channel for irrigation carefully. The "Kasiyobara-mizuko" group is a typical example of this tendency. | |||||||||||||
