| 内容記述 | Previous studies on the postwar foreign-student policy in Japan have focused on how the Ministry of Education, Science, Sports and Culture (Monbusho) established the Japanese Government Scholarship Program. However, the Ministry of Foreign Affairs and the International Student Institute, as well as the Monbusho, also played important roles in this process. This paper focuses on the behaviors and relationship between these organizations during this period. At the time, there was a conflict between two ideas regarding the establishment of the Japanese Government Scholarship Program, “promotion of international cultural exchange" and “promotion of economic cooperation." This study indicated that the three parties behaved according to their intentions under the circumstances. This resulted in the formulation of a basic structure, which was characterized by its emphasis on the Japanese Government Scholarship Program in the postwar foreign-student policy of Japan. | |||||||||
