| 内容記述 | 一八一六年にジャワに復帰したオランダ植民地権力は、一八一九年選挙法によりデサ首長の住民選挙原理を法制化した。この原理は一八五四年統治憲章で再確認され、その具体化作業が開始され、一八七八年選挙法が公布された。しかし、ここでは一八一九年選挙法と比べると、植民地権力が選出に対して影響力を行使し「不適格者」をデサ首長から排除しようとする方向もみられる。そしてこの方向性は、一九〇七年の選挙法改正において一層強められた。 これらの選挙法の実際の導入はかなり遅れ、また実施された住民選挙には選挙法の規定からの逸脱が多く見られた。即ち、デサ内の有力者層は党派を形成してデサ首長職を争い、買収や陰謀が横行した。同時に、住民の多数が「自由」選挙を通じて、わざと「不適格者」を選出し、それによって植民地権力の課す諸負担を軽減しようとしていたことが注目される。こうした状況により、デサ首長の社会的地位は必然的に低下してゆくのである。 | |||||||||

| 内容記述 | After restoration of Java in 1816, the Dutch Colonial Government recognized officially the inhabitants' right of electing their village chiefs freely in the election law of 1819. This principle was confirmed again by the Constitutional Law of 1854 and embodied in the election law of 1878. The latter contained, however, another tendency. Here the Dutch Colonial Government aimed at excluding the "unsuitable" from village chiefs by using its influences over the election. And this went farther in the revised election law of 1907. Actual implementation of these laws experienced considerable delay. Moreover, there frequently occured deviations from the provisions at the actual elections. For example, there were influential persons in villages who formed parties and fiercely struggled for the position of village chief by using bribery or some other kinds of intrigues. At the same time there were many cases where village inhabitants purposely elected the "unsuitable", hoping to reduce their obligations to the Government. In any case the social position of the village chief in the village became lower under these situations. | |||||||||
