内容記述 This paper aims to analyze the following three points from a geographical perspective, focusing on the case of Yamanashi Prefecture, an early adopter of corporate entry into agriculture. Firstly, what policies did Yamanashi Prefecture adopt to encourage companies to enter the agricultural sector? Secondly, what kind of impact have Yamanashi Prefecture’s policies had on the patterns of the companies’ entries into agriculture within the prefecture? Thirdly, how has the clustering of companies entering into agriculture in Yamanashi Prefecture influenced local agricultural dynamics?
First of all, the author clarified the policies that Yamanashi Prefecture implemented to encourage companies to enter the agricultural sector. Yamanashi Prefecture was among the first to confront issues such as a shortage of agricultural labor and the spread of abandoned farmland. Therefore, the prefecture has been implementing countermeasures to address these issues since the late 1990s. As part of these efforts, Yamanashi Prefecture first introduced initiatives promoting corporate entry into agriculture in 2007, with dedicated staff taking the lead in attracting companies. Yamanashi Prefecture’s strategy for encouraging corporate involvement in agriculture centers on four key policies: (1) active recruitment of companies from outside the prefecture, (2) proactively targeting industries with established distribution networks, (3) giving entering companies the leeway to grow the crops they want to cultivate, and (4) giving priority to introducing municipalities with significant areas of abandoned farmland to new entrants. As a result of these policies, the number of companies entering the agricultural sector has increased rapidly in Yamanashi Prefecture.
Next, the author looked into how Yamanashi Prefecture’s policies have shaped the patterns of corporate entry into agriculture. When viewed by industry, Yamanashi Prefecture’s policies have succeeded in increasing participation from industries with established distribution channels, including food processors, food service companies, and convenience stores. When viewed by crop type, while most companies entering into agriculture opted to grow vegetables, a common trend unique to Yamanashi Prefecture among entrants was growing grapes and other fruit varieties. When further breaking these results down by region, it is apparent that a significant cluster of companies entering into agriculture has formed in Hokuto City in the northwestern part of the prefecture. As Hokuto City holds the largest amount of abandoned farmland in Yamanashi Prefecture, the prefectural government has given priority to introducing Hokuto’s farmland to new entrants. Namely, it can be said that the Yamanashi Prefectural Government’s practice has played a role in the uneven spread of corporate agricultural activity across the region.
Finally, the author examined what impact the clustering of companies entering into agriculture has had on local agricultural dynamics in Yamanashi Prefecture. In terms of agricultural output, it was confirmed that there was an increase in the agricultural production value of the crops selected by many companies for cultivation, including vegetables and fruit. This trend was particularly pronounced in Hokuto City, where new corporate entrants into the agricultural sector tended to cluster. In terms of land use, it was revealed that the area of abandoned farmland had decreased in Yamanashi Prefecture and Hokuto City during the 2005 to 2015 period. This suggests that plant factories and other corporations entering the agricultural sector have contributed to resolve issues with abandoned farmland in Hokuto City and elsewhere. Additionally, corporate participation in agriculture has brought about a notable shift in labor patterns, with Yamanashi Prefecture seeing an increase in newly employed agricultural workers.This paper provides a geographical analysis into the phenomenon of corporate entry into agriculture at the prefectural scale. Due to the lack of similar studies to date, this research offers valuable insights into this field of study. Moving forward, it will be important to conduct comparable geographical analyses in other prefectures with high levels of corporate participation into agriculture, and to examine the link between corporate entrants and newly employed agricultural workers at the municipal scale.
