| 内容記述 | This paper examines how individuals engaged in supporting foreign residents through local Japanese language support activities strive to bridge the gap between local administrations, communities, and foreign residents by facilitating Japanese language learning. It also investigates how these efforts contribute to building inclusive communities for foreign residents. Semi-structured interviews were conducted with four representatives of local Japanese language classes from different cities, and the data were analyzed with a focus on the interaction between human capital and social capital. The analysis revealed that all four participants expanded their own human capital through their involvement in local Japanese language classes. Furthermore, their efforts to support foreign residents, grounded in this enhanced human capital, contributed to the growth of the community's social capital. As a result, their activities served as a driving force in fostering a community that is inclusive of foreign residents. Based on these findings, this paper presents two key points: The diverse and dynamic nature of human capital and social capital, which are both utilized and generated in social activities, deserves greater attention when considering the qualitative enhancement of human resources in local Japanese language education. While regional Japanese language education policies often emphasize the linguistic aspect of education, it is crucial to reevaluate these policies from a broader perspective that incorporates regional social welfare. |
