内容記述 | This study explores transparency, equity, and participation in community involvement in school management in Madagascar. Over the past few decades, school management in African countries has been shifting from traditional local communities to more institutionalized structures. Madagascar has a long tradition of community involvement through parents’ associations that have been supporting public schools through classroom building and teachers’ salaries payment among other activities. This community is currently evolving into new forms. This study seeks to capture local stakeholders’ perceptions of transparency and its effects on equity and participation in light of this transition. Fieldwork was conducted in the Analamanga and SAVA regions, for a total period of four weeks in February and March 2024. Key findings showed that although full integration of members from outside of the school community, as stated by FEFFI bylaws, is not yet achieved, some schools successfully integrated former parents and traditional authorities such as the chief of villages in their boards. For some, it brings the community closer to the school, while for others, such integration becomes a burden. The transition from a traditional community to a more institutionalized organization enhanced transparency at the school level. On the other hand, the same transparency unexpectedly exacerbated inequity among students in certain contexts, when measures to give some advantages to the most vulnerable became public. On the other hand, a lack of transparency from higher authorities, existing divisions within communities, and the school’s location contributed to inequity between schools. The inclusion of outsiders in the school community does not necessarily mean including the most vulnerable groups, whose voices remain unheard. Instead, it shifts responsibility to the community while retaining control of public schools, placing an additional burden on the community and limiting certain groups’ participation. Over the past decade, the discourse on free education in Madagascar has led to a shift in education funding from parental contributions to donor funding, raising concerns about long-term sustainability. In this context, low-fee public education, rather than free education, could promote greater sustainability and engagement from community members. |
