This article aims to reveal the process of 18-year collaboration between the Ministry of Youth, Education and Sport, Cambodia, and the Hearts of Gold, Japanese NGO, in developing Physical Education (PE) system in Cambodia. The article starts with extracting viewpoints of analyzing PE system based on the literature review, describes how PE in Cambodia has changed over the past 18 years, and analyzes the collaboration process through such viewpoints. Firstly, the literature review shows that it is necessary to have the following viewpoints to spread the notion of Quality PE to the world: 1)to what extent education policy put emphasis on PE, 2) how to develop quality curriculum based on each country’s context and needs, 3) how to proceed pre-service and in-service training of PE teachers to put curriculum into lesson delivery. Secondly, reviewing the position of PE in Cambodia among ASEAN countries and current teacher education reforms in Cambodia, this article shows the following findings: 1) PE in Cambodia, which was a mere Khmer exercise in the past, has been one of prioritized issues in education sector in recent years and its policy emphasis has changed dramatically, 2) the goals of PE in Cambodia are consistent with those which have been accepted worldwide, 3) it is essential to establish a PE teacher education system which integrate pre-service with in-service in order to sustain its policy intention. Lastly, this article reveals the significance of “PE professional community,” which is formed by various stakeholders from national trainers, provincial and district education officers, to PE leader teachers and teachers on the ground. This finding is significant in a way that it responds to research gaps that the literature point out and it contributes to promoting research on core human resources in PE, which is a key to any measures to cope with upcoming policy challenges. |
