In Deutschland wird „Bildungsstandards\" eingeführt und „Kompetenzorientierte Curriculumund Unterrichtsreform\" verläuft. In Japan sind „Kompetenz\" und „Aktives Lernen (active learning)\" Stichwörter für nächste Curriculumreform. Dieser Beitrag versucht, (1) Umstände und Hintergrund der Einführung von „Kompetenz\" in die „Bildungsstandards\" zu klären, (2) Stellung der „Kompetenz\" in den Lehrpläne/ Bildungspläne/ Rahmenrichtlinien von der 16 Ländern zu analysieren, (3) Aufgaben der „Curriculumorientierten Curriculumreform(competency-based-curriculum)\" zu zeigen. Der Begriff „Kompetenz\", der auf der Konzeption von Heinrich Roth beruht, wird von Deutscher Bildungsrat (1974) über Konzept von Franz E. Weinert nach „Bildungsstandards\" eingeführt. Gegen den in den Lehrpläne im Bereich Sekundarstufe festgelegten Begriff „Kompetenz\" wird fachliche Kompetenz starker als im Bereich Primarstufe betont.
