Jahrhunderts entstehte der Strukturwandel der Volksschule von „einklassig\" zu „mehrklassig\". Damit geht es um Fragen wie: wie läßt sich das neu zu Lernende nach dem bereits Bekannten erfolgreich darbieten? und Wie können die verschiedenen Einflüße, denen die Schüler im Unterricht ausgesetzt sind? Das ist das Problem der Lehrpläne. Für diese Problem schlug Tuiskon Ziller, eine wichtiger Vertreter der „Herbartianer\", der Grundsatz der Konzentration und des Kulturstufen-Prinzip vor. Zillers Kulturstufen-Theorie trägen dem Entwicklungsgedanken Rechnung durch die Annahme eines Parallelismus zwischen der Entwicklungsgeschichte der Menschengattung und der Entwicklung des kindlichen Geists. Konzentration-Prinzip bezeichnet die Aufgabe, die Einheit der Person mit der Vielheit des Unterrichtsstoffes zu verbinden. Gegen der beiden Prinzip sein vielseitigen Kritiken unterzogen worden.
